I think this is similar to Katrina eroding the bottom of levee walls. Water comes over the top and without concrete at the bottom to handle the impact of the water coming over, the bottom of the wall can be undermined. Hopefully they can drain another 30 feet or so off the lake. Then the emergency spillway wouldn't be in danger of releasing up to that much water of the lake at once if a failure occurred.
