It would probably do exactly that, by design. To the northeast lies essentially uninhabited marsh which likely would have a dampening/dissipating effect on the surge. Similarly, to the southwest lie vast stretches of coastal marsh. In this area the population centers of Freeport and Lake Jackson would remain at risk. I believe the main goal of the dike is to bolster the Galveston/Bolivar barrier system and reduce surge entering Galveston Bay (and thence racing northward) through the inlets at Bolivar Roads and San Luis Pass.
