"Potential" tropical cyclones

Posted by Beachlover on 6/20/2017, 12:47 am

What I really want to know is this:   How is it that, in the past, we were always told that a reliable track couldn't be determined without a defined center of circulation,  but all of a sudden now we have a track even without a CC?  Or is it that we do have a CC but just not a very strong/deep one?  So we always had this before, but just decided....what?   The models based on a weak CC weren't reliable then, but they are now??

I'm confused as usual.  Someone please enlighten me.
