| I don't know how many storms it will take for various levels of government to prepare as they should. The rain threat from Harvey was very well forecast. Yes, it might be a few feet more than expected, but even if it were a few feet less it was going to be catastrophic. It's more catastrophic, but there was always a very high chance it was going catastrophic. Now they are apparently finding some issue with getting resources there. I have no idea how much they prepositioned, but it was obviously not enough. |
