From NHC 10am CDT Sunday discussion:
"Surface observations of winds 30-35 kt within a band of convection
over the western Gulf of Mexico and along the coast of Texas support
an initial intensity of 35 kt."
So near the center and in some other places, wind speed isn't that great. It's that band. So if you're not in perhaps certain parts of that band, you're not getting it.
They wind field extent is from the center as far out at that wind is being felt. They do that for each quadrant. So if you are in the quadrant with the band, and you're inbetween the band and the center, you're in that wind field technically, but maybe not feeling those winds. Since that's how they do the wind field, that's what graphics show.
