I can't imagine being without electricity for even a week. Air conditioning, cooking and being able to work for starters. (unless your job doesn't require power) Electricity is one of the first steps toward recovery.

I certainly believe San Juan will be mostly restored within a few weeks. I would think major population centers that were not hit as bad would be up first, and of course airports, hospitals and hotels. Where it made landfall I could definitely see taking months. I assume there are trees down everywhere, so first you have to get there. Even with help from the military, it's going to take a considerable amount of time.

I guess having a date that far out, and then getting it done earlier is better psychologically. Here in my area they told some people that lost power that it would be back by a certain date and when they missed deadlines, for at least some companies, people were not happy.
