At 11pm CDT on August 23rd (4Z on 24th with NHC advisory update, 6Z in best track data) Harvey regained tropical storm status. Harvey was named on August 17th but later didn't have advisories written on it for several days and at other times when they did, it was not a tropical storm.

NHC deserves some rest. (not that they aren't always busy updating lots of other things on a regular basis, but at least it's a little easier)
