From all of the reading I've ever done, it seems that around 12mph forward speed is the optimum speed for strengthening. It's fast enough to keep a storm from killing itself with upwelling, but fast enough to completely utilize latent heat and coriolis effect to their fullest potential. 12mph is roughly 10kts, so yes, Alabama is on point.
