I'd say a tie

I'd would wager that it's a tie between Maria and Irma.  Maria impacted many small islands and PR the worst and still recovering from it.  Plus you have outdated power grids all across the area.  Not sure whose fault that is, but it's still no excuse.

Irma impacted many places as it dealt it's deadly winds across the Caribbean. and into the US.  yes granted we were able to get back online quickly, but are power grid isn't as outdated as PR's was, and many power lines are buried these days.

The costliest?  No doubt that is Harvey and Texans are still cleaning up the mess left there.
