When you talk about a window that pops up, you probably mean a message that appears on the page. That's what Wikipedia does. A message appears that you can choose to then hide on the page. Once you do it doesn't appear for awhile. (unless you use private browsing in which case it appears each browser session) Wikipedia does that occasionally during a year to raise money. Popup windows, pages that pops up in a new browser window, are very different. Those are bad practice to use and many people block them anyway. I'm pretty sure search engines downgrade a site's search visibility too if you use popup windows.
