Recon shortly before intermediate advisory seemed to indicate it was a hurricane

Maybe it was a too close to the advisory time.

Regardless, it will be soon officially.

"Significant strengthening is forecast during the next 48
hours, and Laura is expected to be a major hurricane at landfall."

They usually go with an SFMR reading. Even though it is 10 seconds, they usually go with it for 1 minute sustained advisory winds when it comes from a place you expect in the storm.
