What El-Nino?

One of the theories why El-Nino inhibits TC's in the Atlantic is the concept of Walker cells.

When a El-Nino forms, warm water over the EPAC fires convection over it.
The upper-level outflow from these cells travels east and eventually sinks over the Carib create subsidence and inhibiting the formation of TCs there.
That is not happening now.
WV & MIMIC-TPW shows an UL ridge over the Carib with very moist air from the surface to the tropopause.
In fact and anti-cyclone is currently just off-shore from Nicaragua.
