To tell you the truth, I think this can go either way right now.
A developing 850mb vorticity looks good for development.
But, right now there is no anti-cyclone.
It definitely looks very interesting; but needs more time to see how it shakes out.
Based on the ~20-knot shear, to me it looks like an MCS that could work its way to the surface.
