question on Bills shape

His sat presentation is spectacular and yet curious..

His west side is flat and he has the long shape that cat 4s rarely do...more like a cat 2.

And yet his strong core always tends to bulge out towards the west yet his high clouds are flatter on the west side.

Explain please
