We have them, watches have been up since this morning.

"Hurricane and tropical storm watches are in effect for all remaining areas. Hurricane force winds of 120 km/h could be possible in portions of eastern mainland Nova Scotia and Cape Breton later on Sunday. Elsewhere in Nova Scotia and Eastern Prince Edward Island gale force winds of 65 km/h are possible later on Sunday as gales are expected to extend more than 300 kilometres west of the path of the hurricane as it moves through canadian waters Sunday and Sunday night." Quote from Canadain Hurricane Centre

As for our Construction Code, many homes are older homes and all have basements, not a simple slab of concrete.
