No xray activity, solar winds dying

SOI index negative 8 and steady.  Only thing of interesting is Bill is no longer low impedence event and theta ts to area observed are connected to the tropics.  It's not optimal, really, IMHO.  If the upper winds are crap (which wouldn't surprise me with a negative SOI), than I would suspect you would look to the Pacific for any action in the context of lousy space weather.   If slow development occurs I would watch around 1900 UT which is peak lightning for about that area.

We could have a Fabian Isabel like combo coming out of Bill.  It wouldn't surprise me, but again space weather is not good--no xrays in over a day.
