New Saffir-Simpson Scale used?

Came on looking for some good discussion on this

"The scale keeps the same wind speed ranges as the original Saffir-Simpson Scale for each of the five hurricane categories, but no longer ties specific storm surge and flooding effects to each category."

Does everyone feel this is a good idea or not good? Will it be confusing or since same wind speeds are kept no one will really notice?

This only refers to the effects part of the scale not the winds?
