To me, looking at visible, that is where there seems to be the most surface turning.

It is not firing convection, maybe need to wait more.

Convection to the east could be more shear driven MCS.

If something does spin up, it will be where the surface has the circulation.

So to me, that looks like SW of Jamaica.

Maybe, the closest buoy could be turning south as well.

If this area does develop it will take time since no convection close by at the moment.
