That does seem to happen over land. I don't know for sure, but it seems in some cases the energy goes into the bands while the core itself over land may weaken some, but still get some energy. The bands can get more intense and then after it is back over water if the core itself has not been disrupted it can regain some strength. I can't remember though in the times I have seen that happen if the storm is slower, faster, or the same when it comes to rebounding. Since a lot of energy is in the bands, how does that impact the core's ability to recover? I'm not sure.

As for Florida specifically, I think the Everglades help sustain a storm like water rather than plain land.
