I caught part of the news report.  It appears there has yet to be any confirmation one way or another if the Taiwanese ship will be allowed to be used.  Obama must wave the 1920 Jones Act, as Beachlover posted.

I just heard the EPA in Norfolk, VA is approving the ship/skimmer  "A Whale".  

There are many other skimmers in the US that can be used but were told to stay put in case a disaster happens in the areas where the skimmers are stationed.
