Seriously? A lot of possibilities, a lot of areas that are not as densely populated as Houston and Gulfport.
Here are two possibilities:

And, again the point was a tightly wrapped hurricane would have most of it's worst weather in a small area and moving away from areas affected by the oil.
In this case.... we are tracking a point far to the south and due to move wnw while very strong, cells of weather and high surf are being shoved north into the Central Gulf because it is a weak storm.
I believe the President mentioned just this scenario in his interview with Larry King, he was told a bad scenario would be a messy tropical storm vs a tightly wound hurricane.
