I wish I could find the highest winds in that chart. If those were 1 minute sustained, this could already be a storm just as soon as it organizes around a well defined center. The main page for that station is here:

And it only shows gusts at TS force. In tabular form, it shows 1 minute sustained winds up to just below TS force:

That approximately 37 knots on the chart must have been between 10 minute readings.
