I guess radar probably:
http://www.wunderground.com/radar/radblast.asp?zoommode=zoom&num=6&delay=50&rbscale=0.1934782608695652&scale=1.000&noclutter=0&ID=MSY&type=TZL&lat=0&lon=0&label=you&showstorms=99&map.x=374.5&map.y=299.5&centerx=400&centery=240&lightning=0&smooth=0&showlabels=1&rainsnow=0

I just started looking at the radar data but way, way off to the NE I see 27 knots at 5,000 feet. I guess there have been higher ones at times, maybe lower in altitude.
