Texas Coast needs to begin gearing up for possibly serious rain event

Serious amounts of tropical moisture in Gulf now---and its already coming ashore near the Houston area. Even 95L, a very small system, which came ashore in La---brought 7-8 inches in a short period of time. That system may be upgraded to depression at season's end. 96L is a much larger system and has the potential to bring huge amounts of moisture to the Texas river systems which drain Houston and San Antonio down toward Corpus, Brownsville and the coast. Sat loop makes me think that we probably won't have a serious wind event---I'm guessing a possible upgrade to depression. But I'm thinking rain will be the much more serious concern. With a possible upgrade to depression (and subsequent lowering of pressure---and well defined circulation---bringing a real threat of rain inundation. This area of the coast has seen this type of thing more than once.
