According to the NHC the actual wave axis is now over eastern Cuba! So the weather which you observed over Haiti is just east of the wave axis and definitely part of 97L. Also, you remind me about the potential for heavy rains in that earthquake-stricken country. From the NHC

RICO...AND NORTHERN LEEWARD ISLANDS ASSOCIATED WITH A TROPICAL
