I think it was already at least a depression this morning. Remember when it was downgraded to remnant low----I saw no sat pics which even hinted at a closed circulation. By this morning it had rebuilt one (closed circ). Winds were already at TS force too. Apparently NHC simply waited for recon to announce the upgrade.
