NHC's color scheme...zero percent?

NHC needs to do something about this color scheme they have with the circles.. 0% does not = low chance of developing... it = NO chance of developing.. why  even bother having a yellow circle for a something that has 0% chance? maybe start your scale at 10 or 20 but a yellow circle for something that has 0% chance of developing just does'nt make sense.. if you are going to put a yellow circle around every blob with a "ZERO" to 30% chance of developing in 48 hours,your map should look like this..
