TCHP is low near ExTD5 so I don't know how wind speeds will rise.
The spilled oil shaded to deeper water from the Summer Sun and kept heat closer to the surface where it could cool off more at night. I don't know.
While the TCHP remains high in most of the Atlantic and Caribbean, The TCHP seems lower around where the oil spilled.
Could the oil have reduced the risk of a major storm making landfall in the GOM East of New Orleans in 2010?
The low TCHP near the oil spill site this season seems more than just a coincidence, maybe we just need a new way to measure TCHP.

Here's 2005's TCHP at this time of year for comparison:
