It has a big 200mb vorticity over it.

That presses air down on it and keeps convection from firing off.

It doesn't allow high topped cumulus nimbus cells to form.

That vorticity needs to clear out first.

At 200mb, you want to see a nice dark blue over the 850mb vortmax.
