60/20 rule

I read elsewhere about a 60/20 rule for Atlantic forecasting - explained as; if a storm gets to 20N before it reaches 60W - chances are it's a fish, as far as the US is concerned (Bermuda being an exception).  Have never read of this being discussed before - does anyone have info in it?  It would be interesting to find out how accurate that statement is.
