Economic Impact of Hurricane Season

Can anyone here help quantify the economic impact of hurricanes?  Granted, usually, the costs of evacuating can be substantial, and the costs to those who choose not to evacuate in the face of major systems can be worse.  Were there deaths attributable to people partying at the bar near the beach on Galveston several years ago?  

I guess the Homestead area is largely not repopulated after Andrew, but much of that could have more to do with the realignment of US Military Bases.  The lower ninth ward of New Orleans may not have had the numbers of people moving back as they did before Katrina.  Perhaps the real impact should be measured at other places such as Pass Christian, MS, or who knows?

How has the economic redevelopment of Lake Charles, LA, or Beaumont, TX gone?
