Taking a look at the SHIPS text product for the 18Z run on Aug 29th:

"** 2010 ATLANTIC RI INDEX AL072010       EARL 08/29/10  18 UTC **
( 30 KT OR MORE MAX WIND INCREASE IN NEXT 24 HR)"

It looks like 30 knots is the threshold. But in previous years they have sometimes used 25 knots.

But then they do have 25 knots in there too. Close to RI, if not an actual official forecast of RI, over 24 hours.
