I have never heard in MSM that the control rods were confirmed inserted.
I would think if the quake destroyed the hydraulic pumps or power to them to scram the reactor, they would not be inserted.
So, if they restored power to the reactor and the hydraulic pumps were OK, they may not be able to insert if there was some type of melting.
The rods may be jammed.
I still think they are not painting the complete picture.
