OK.
That is measured from the various GPS satellites.
They send signals to one another and measure the delay.
That delay is proportional to Total Electron Column, TEC.
TEC is directly related to electron density in the ionosphere.
That in turn heats the ionosphere and can create atmospheric gravity waves at low freq which can trigger an earthquake.
Large values of TEC also mess up the GPS signals and can in some cases shut down your reception.
The thing to really watch for in terms of quakes is if the TEC anamolies are high for a long time and then go suddenly strongly negative.
That is what happend with the Japanese quake.
