I haven't heard of that particular women; but I very much believe that how someone feels can indicate a pending earthquake.
In fact there is sound scientific evidence of it.
I have data that shows 2.5Hz ELF waves (Extremely Low Frequency) that travel between the earth's surface and ionosphere have triggered the Haiti and Japan quakes.
ELF waves penetrate the ground and are know to activate faults..
2.5Hz is a fundamental frequency and there always exists harmonics or multiples of this frequency as well.
That is, there is also 5Hz, 7.5Hz, 10Hz, 12.5Hz, 15Hz, etc.
Those frequencies are what the brain operates on, aka alpha waves.

If a 2.5 Hz wave can penetrate ground, a 10Hz wave can penetrate your skull and interfere with your natural brain waves.
Electronic warfare & mind control such as MK Ultra, etc have used this for decades.
Also, the ELF waves interfere with animals senses as well, especially those that migrate since they use the earth's magnetic field for direction.
ELF waves are purely magnetic.
That's why a precursor to a quake is whale / porpoise beaching and bird deaths.
I have seen even USGS admit to this.
When you see a very shallow quake; usually about 10km or less in depth, it is a good indication that is was triggered by an ELF wave.
Another tip off is if there is a quake at one point in the world, and a few hours later another at the exact opposite side of the world (antipode) it is induced by ELF as well..
The wave spreads out circularly from the initial point, travels along the surface / ionosphere waveguide, and constructively comes back to a focal point at the antipode.
