I just check ASCAT and doesn't look like any kind of surface circulation closeby.

This is actually very interesting. Vorticity is very strong at 200mb but current UL winds are not really showing a TUTT.

Looking at WV, maybe its a TUTT just starting to form.

Very unusual. A cyclone very high up in the tropophere with associated convection.
