MIAMI -- Morning satellite imagery shows a disorganized Tropical Storm Emily with a low-level circulation center exposed to the west side of the heaviest thunderstorm activity. Puerto Rico is currently experiencing heavy rains, and we need to remember that heavy rains can occur regardless of how strong the winds are in the tropical cyclone and exactly where the center is located.

A big concern is the potential impact to Hispaniola during the next 24 to 36 hours. The most significant hazard will be rain and not wind. The National Hurricane Center (NHC) advisories are calling for six to twelve inches of rain with isolated amounts up to twenty inches over Hispaniola. This could cause life-threatening flash floods and mud slides especially in vulnerable Haiti.
