I had heard about this and thought NHC was going to use it because of the discrepencies in magnitude with what a cat. 2 storm brings vs. a majore brings as far as storm surge.  Ike had tropical storm force winds almost 400 miles in radius from its center.  Hurricane force winds were a third of that, which covered a large area.
