CaneTalk: Question on NW SE Tilt

Question on NW SE Tilt

On the 8:00 pm Discussion, NWS states 97L i stilted from NW to SE. I thought this meant good news, but upon reading further, it seems it's good news for fronts, and tropical waves need the exact opposit tilt. Am I reading this right?
