The winds at the surface would normally be higher based upon the current flight level winds but in this particular storm they are not. My guess is due to the storm being so large it is just having trouble being so large and strengthening its winds at the surface at the same time.

Particularly this:
At the 700mb level, 90% of 111 knots should approximate to be about 100 knots at the surface, about 115 mph. In this storm, it is not, which is why the storm is down to 105 mph. (But see my post about the dangerous surge, that is going to be the headline from this storm) |
