Gov. Chis Christie reported earlier that they have had some dam failure in places and they are expecting this to cause massive flooding in the short run.  This may be one reason that the situation has turned from bad to worse.  There has not been anywhere for the rain to go because of the saturation in the ground.  Just an inch of rain would have cause a serious situation because of the surge and tide backing up rivers for a time.
