developing Tropical Storms

are a mess sometimes, filled with various vying centers and until one takes over and it develops it's structure it's anyone's guess

also the timing if an issue BECAUSE it hasn't yet developed not just because of a weakening trof

the trof was always weak.... the storm is not year yet so they may miss that  possible connection

timing is everything
