It was there based on the plane. If there had been no plane, there would very likely have never been a name. But, they are late on upgrading it. It was probably a tropical storm when it looked a lot better. Now, there is too much land interaction and by the time they named her she was already declining, at least in terms of convection.

I guess it turns to how long should something be at tropical storm strength before it gets a name. I think as long as convection is persisting, which it was, as soon as you find representative tropical storm force winds around the center, it should be upgraded.

But don't worry, 94L will probably be something worth tracking down the road. Kind of interesting to see the path of 94L, Helene, and Hector (somewhat formerly Ernesto):
