HWRF turned Debby into a cat. 4. It always overdoes it.

Gian said it best. It's moving waaaay too fast and it's incredibly disorganized despite its strength. It may get up to cat. 1 or cat. 2, but that's about it. Will be a nice rain event, though, for the northern gulf coast.
