They keep harping on the tides, but really.  The low tide doesnt really help at all in this situation.  What typically happens is the surge will come in, high tide will come in, the tide will TRY to go out on the ebb low tide, but really doesn't.  Then the NEXT high tide comes and you get the highest surge.

So basically, there just wont be a low tide at all.  Maybe a 'slack' high tide for a few hours though before it goes up more.
