As for invests, it's still the normal update times, they just often post it a little early. (unless they release a special outlook)

However, the actual storms on the map are updated when the advisories come out. So, the map may have a later updated time, I can't remember now. For example, when the 11PM advisories come out, I can't remember if it will still say what it does now or have the updated time since the storm positions will have been updated. I think it will have the updated time, but I forget.
