Yes, I can believe. They were totally unprepared and you can't prepare for a hurricane even with a weeks warning. Besides this was only a CAT 1 windstorm, with maybe a CAT 2 or 3 surge. Yes it was a massively large storm but everyone was lucky it speed up at the end.
Not to blame anyone for not being prepared or for not leaving. I just hope they really learn their lesson this time. I doubt it They should have learned from Irene they were very very lucky as it was really only a TS when it hit.
So when they rebuild, they should prepare as a minimum to build for a Cat 4 storm surge and a Cat 3 windstorm. Why do I say Cat 4 storm surge because, they were still lucky in NY, they didn't get as bad of a surge as they could have had. It may not feel lucky with all the deaths and destruction, but based upon the population and long lead time to evacuate and that the storm speed up, they were very lucky in NYC.
I feel bad for NJ, they got the worst of Irene and the worst of Sandy. However, NJ has a history of flooding and I don't think they learned anything like NOLA did until Katrina forced them to wake up. What will be the next big Cane disaster, Maybe Miami, they were lucky Andrew was south of them and small in size and fast moving.
Some people may blame global warning, it may or may not be the cause. However, we know the human cause of building in flood plains and upon barrier islands and upon the beach. We can't fix mother nature, but I sure hope we can fix human nature. I doubt it. I live in Tornado alley in the Dallas area, yet we let builders put up unsafe homes that can't withstand a tornado, nor have safe rooms all for the sake of granite counter tops and whirlpool baths and even that fireplace which is never used.
