Question re: weather/radar phoneme

Three times now I have seen what looks like a target on the radar there are rain/storm/clouds as I am typing I see one SE of De Funiak Springs, FL.  http://radar.weather.gov/radar.php?product=NCR&rid=evx&loop=yes

Another SW of Mobile, AL.  http://radar.weather.gov/radar.php?product=NCR&rid=mob&loop=yes

The third one was very near but W of Jacksonville, FL a few weeks back.  I noticed the center stayed perfectly round in the same place never moving and the storm/rain/clouds moved around the center in rings like a target.  The storm/clouds/rain would seem to pass around the target center.  What is causing it?

BTW the center of the one W of Jacksonville, FL never changed colors it remained green.
