I think it was a mistake to downgrade it. It is official on the CPHC front page that it was downgraded:

Although they have yet to update the rest of their site even though you can get the raw text products elsewhere:

http://www.prh.noaa.gov/cphc/tcpages/FLOSSIE.php

They discontinued all the tropical storm warnings since they downgraded it.

Still some intense convection though. Flooding remains the main concern I guess.
