I don't know know for sure but this is what I can tell you.  

This will sound real crazy but from questions I have asked regarding budgets I was told "If we don't spend our allotted (sp) budget our next budget will be cut to the amount we did spend this year and we may need more money next year".   Our local sheriff suggested keeping the left over funds they did not spend in 2012 and set it aside for future expenses in case they go over budget in the future.  Our local government said "We can't let you do that you must spend all the money allotted to your department".  When the sheriff asked why the local government said the policy was put in place years ago to prevent (I believe they said) the misuse of funds or something silly like that.  Apparently someone in the past did something they should not have done.

How crazy is that?  Sometimes rules and regulations must be changed.  The same idea may apply in this case but that is a guess.
